    [ Surely someone's posted this already? ]
    ENN (17/10/02)

In a document issued on Thursday, the Office of the Director of Telecommunications Regulation said that former telecoms monopoly Eircom was found to be non-compliant in its legal obligations under the Voice Telephony Regulations. Specifically, the ODTR said that the Eircom multi-site (MSDS) and performance discount schemes "were not applied in a manner consistent with the specific terms and conditions of those schemes." The ODTR went on to say that this non-compliance "was more extensive than initially considered," and it had "confirmed a number of additional apparent anomalies with general pricing."

The same paper says that the Office of the Director of Telecommunications Regulation (ODTR) has warned Eircom to stop what it refers to as "illegal, non-competitive" practices in its voice telephony business, as reported by ElectricNews.net on Thursday.
    ODTR gives Eircom stern warning

THE Office of the Director of Telecommunications Regulation (ODTR) has warned Eircom to stop its "illegal, non-competitive" practices in voice telephony services immediately in one of the strongest stances the body has taken yet against an operator.

It is believed that the ODTR pursued Eircom under Voice Telephony Regulations, as opposed to the terms of the company's licence requirements, so its decision could take immediate effect.

An investigation by the ODTR found that the incumbent priced off-book, or undercut competitors, like Esat BT and Nevada.tele, in a number of areas in the provision of voice services.

The regulator said that Eircom has promised to provide the ODTR with an explanation of problem areas, together with a detailed action plan setting out all the steps to meet its legal obligation by October 31, along with reviews of discount schemes and management systems further down the line.

Yea, how come this wasn't spotted yesterday?!

Oh lovely, another 200 page document explaining their unfounded reasons for ripping us off. Expect technical jargon and long winded crap designed to confuddle the ODTR into thinking they have made an impact.
