Slow Internet Connection

For the last two weeks this laptop is connecting to the internet at a much slow speed than usual 31.2kbps, It used to always be over 40, Its a dell inspiron 8000 with a lucent winmodem. Ive tried it with a different ISP and different phone cable. Ive also tried the windows trouble shooter. Any ideas??????

those winmodems are known to be very slow. your best bet is to get an external 56k, their the best and fastest for analog
