Is Ubi Soft planning on releasing this game in Europe and if not is anyone else going to release it. I really don't want to miss out on a Grandia game.

I think they're releasing it in Europe yes - I haven't seen anything to the contrary, anyway, and the other Grandia games did okay for them in this territory.
