Customs Duty - Import Threshold?

When purchasing stuff over the internet from US sites, I have noticed that there is a customs duty and VAT charge that is applied in some cases. It seems to have a threshold below which there is no charge. I thought this was 100 punts or 127 Euro before. It includes the shipping total in this also. Does anyone know if this…

Just ring customs - I brought in a car stereo from Germany for 200Euro recently - no probs at all.
