Hello, I am asking help from anyone that has experance in contract law and how best to deal with being given the runaround by a bully and a very nasty man. This man has used lies and other ways to scam a member of my family.
This has caused much agony and distress and if any one could offer advice it would be very welcome.

    Thanks.

Depending on the type of situation (you will need to explain more), you may be able to get some (free?) support from the Director of Consumer Affairs or a Trade Association or through Labour / Equality Authorities

First off, write everthing down. Ask yourself are the people on your side being reasonable?

Second off talk to a solicitor, a bully usually will back down when he realises you have a 'big brother'. Most solicitors will take things on a "no fee for first consultation" basis.
