ODTR willing to compromise on ERRcom price cap restrictions

    How do we have to interpret the following report from enn:

    "The Irish Independent reports that (...) the ODTR (Office of the Director of Telecommunications Regulation) may be willing to compromise on some of Eircom's price cap restrictions. ODTR head Etain Doyle has said that although a removal of the capping system is not an option, there may be some services where the removal of the cap could be negotiated. "Our preliminary view is that there is a need for a price cap, but whether the cap should cover the whole range of services that it has in the past is something we are looking at," she said. A final decision on a new price cap regime is expected in December"

    perhaps we will remove the cap on xyz if you provide a more reasonable ADSL Wholesale offering ... and monkeys might fly outa my ass, but heres hoping ... :D

    She's talking about relaxing price caps on leased lines and residential/international calls. Nothing to do with DSL or flat-rate internet access.

    She also gives this quote:
    In terms of the internet market, where Ireland falls well into the bottom league in terms of European internet usage, she [Doyle] believes new innovations like fixed rate internet access will be a boost.

    However, she also feels that Digital Subscriber Line (DSL), is too high and should be tackled.

    DSL, which allows for the fast transmission of voice, video and data information over existing copper telephone lines, is currently on offer by both Esat BT and Eircom.

    "It is difficult to see usage being generated at current prices," she said.

    "€100 a month or €1,200 a year is a great deal of money. I would very much like to see prices come down."

    She added that under the curent legal framework DSL pricing wasn't an issue that could be dealt with directly by the ODTR but it is a possibility in the future under the new European framework legislation that it will eventually be introduced.
