U.S. Should Consider Giving Military Arrest Powers, Ridge Says. As it mentions itself, Ridge btw is the head of Homeland Security. I see also Bush is getting rid of 22 departments and putting them under the power of the Homeland Security Department.

As it mentions itself,

Ridge said officials haven't yet discussed giving the military powers to arrest U.S. citizens, though such authority might be discussed once Bush's homeland security department is created.

Ridge btw is the head of Homeland Security. I see also Bush is getting rid of 22 departments and putting them under the power of the Homeland Security Department.
