what dose that mean?? how do you increase it?

Your tech level is basically how many upgrades you've applied to your ship.
If you go to sector 0 (zero) and click on where it says "Special", you'll be taken to a screen where you can purchase upgrades for your ship.

Once you buy an upgrade for one area of your ship, the cost to upgrade it the next time increases... the more you upgrade an area of your ship, the higher your tech level for that area is.
Usualy it'll take your 'average tech level' into account, which is an average taken from the tech levels of each upgraded area of your ship.

The manual probably explains it better though.

Some areas you might want to cover in the new manual would be suggested tactics for building a system of planets, defending your planets and clearing suggestions on updating your ship. Also a list of what each tech does and its merits.
