Well I don't know what way the american visa system works.
But if he is comming over here to live for good.. then he should easyily get a visa like us all.. but if he is comming over for a few months, he will have to check up with his american visa company as he most likely won't get granted one here for his short period..

Is he coming to live or work?

Americans living here not a problem.

    Amercicans working here, more difficult.

Really he should check with the Irish embassy/consulate nearest him

Well I know exactley what he needs to do.
    it's quite a process.

unless he is a doctor or lawyer or profession of the sort its not a visa that he needs.

when he arrives in country he will have to go to the nearest guarda station and fill out an alienization form to live there and they will direct him from there where he needs to go and what to do. You can download this info off the internet also.

To find work an american will need a Work Permit. He can not obtain this himself, what happens is this...he applies for a job. If the employer wants to hire him they fill out the form for a work permit for him and have to submit it to the gov't. They must on that form give justable cause why this position could not be beter filled by an Irish Citizen. If they can do so and the gov't apporves it, the permit will go through and he has a job. This can be a lengthy process.
again, this only applies if he is looking fun a general run of the mill job, if he has a degree in a field of work that is currently in need on employees in Ireland then it wont be that difficult, there are many sites that will tell you the jobs in need today in Ireland.
I will post again when I can find the sites...you can tell him to try in the meantime typing under seach living in Ireland/moving to Ireland or Irish consulate general, things of the like.

This discussion is not about credit cards.

I understand that your friend (assuming American citizenship is the basis he will be working on) can visit for up to 90(?) days without a visa. Means of support will need to be proven. He must apply for the visa / permit while in the US.

He can get a work permit (specific job) or a work visa (high skills). Look here: work permit and Work Visa - doctor, professional medical, health and social care staff, or Work Visa - nurses, IT and construction professionals. List of Irish embassy and consulates details in the United States - Washington, New York, Boston, Chicago, San Francisco, Reno, Fort Lauderdale, Atlanta, St Louis, Houston

Please note that 3 government departments deal with immigration and visas - Justice, Foreign Affairs and Enterprise & Employment. He should make sure he leaves plenty of time for things to be processed.
