I've seen on d'telly that O² offers Flat-Rate call charges.
    & free text messages.

I was wondering if this is available here in d'rebewbleek
If not, is this a matter where: I get to pull my hair out?

As far as I know that applys to O2 customers in the UK only.

Nope. Irish customers can flat-rate roaming charges while in the UK, so obviously it has something to do with an upgraded logging/billing system in the UK.
