    Hmm, going to report myself to a mod in case this post is deemed inappropriate.

    This site has a list of public proxies updated by the hour..many of them are anon..its up to you to figure that part out. There are many educational links on the site (which is a legitimate one btw).

    I mainly use it for just icq though because of certain individuals doing things..i'd rather they wouldnt.

    Personally use socks2http through Anonymity 4 Proxy now on icq..and have been unharmed..irc feels a whole lot safer too(again through socks/socks2http).

    btw using a wingate/proxy without permission not a leagl act
    but dead handy if you chain them together
