RazerLame as a frontend and LAME.EXE as the encoder. No better-sounding an encoder shall ye find. :)

    www.r3mix.net have links/instructions for all you'll need.

Unless you really need MP3 then maybe consider
    Ogg format

    1. Smaller file sizes
    2. Better quality (this is not a matter of personal opinion, it is well regarded)
Ogg Vorbis is a fully Open, non-proprietary, patent-and-royalty-free, general-purpose compressed audio format for mid to high quality (8kHz-48.0kHz, 16+ bit, polyphonic) audio and music at fixed and variable bitrates from 16 to 128 kbps/channel. This places Vorbis in the same competetive class as audio representations such as MPEG-4 (AAC), and similar to, but higher performance than MPEG-1/2 audio layer 3, MPEG-4 audio (TwinVQ), WMA and PAC

    OGG

    Also, try Exact Audio Copy
as the ripper/encoder (you'll need either MP3 or ogg codecs). It has the ability to rip even really badly scratched CD's

    b:)

PS - If you are going to do MP3 id'dagree that LAME is the best (and open source) codec outside frauhoffer

    Easy CD-DA Extractor 4.7.1

    It can be downloaded here:

    http://download.com.com/redir?pid=9525093&merid=58578&mfgid=58578&ltype=dl_dlnow&lop=link&edId=3&siteId=4&oId=3002-20-9525093&ontId=20&destUrl=http%3A%2F%2Fsivut.koti.soon.fi%2Fpoiko%2Fezcddax471.exe

Its a trial version but apparently you can get the serial from astalavista.com ( I never tried as I bought the full version)

It may not encode really fast but each mp3 file is perfect cd quality
