I would like to do a short movie but I have no experience with 3D animation and modeling. Does anyone know of any 2D animation package ideal for making cartoon animations?

Please, not flash or any other vector based package.

why not flash? its probably the best for what you want to do and for the price range.
Otherwise you would be looking for some professional kit like http://www.toonboom.com/

this is all assuming you are drawing the animation. If you are building it some other way then a camera hooked up to a program like premier on the computer is what you are looking for.

I would like to do something like http://www.ninjai.com, which is done in Flash, but how the hell those guys managed to pull that off in Flash is beyond me.

The chances of me being able to do that in flash are very slim. Flash isn't the nicest program for scanning in individual drawings and then animated frame by frame.

Flash's main animation features are all those tweening tools etc.

And again, Toon Boom is just another Flash package. I mean what exactly do they use to make cartoons like South Park or The Simpsons?

From what i've seen it looks like the characters where animated frame by frame as symbols. They then tweened the characters symbols across the screen to give extra movment when needed e.g having a looping walking animation, and tweening the symbol across the screen. The bg's are just images tweened also to give movement.

If u dont have a gfx tablet (and let face it, who does) theres a program called streamline which is handy for converting images into vector shapes, u could then tweak in illustrator and import to flash.

South park is made is 3d max and is made to look like 2d.
Simpsons is done the old fashioned way with individual cell drawings (made by korean slave workers:) ) photographed frame by frame onto film or video.
Toon boom is a cut down version of the professional animation program US Animation which is what most animation companies use when making 'cell' animation.
Although it will export to flash, toon boom is first an animation package and uses the techniques and tools of the pros.(supposidly! i have just downloaded it and have yet to play with it :) )

Its actually made mostly in Alias Power Animator:

    http://www.spscriptorium.com/MakingOfSouthPark.htm

But Blur Studios made the "Kenny in hell" bit from the southpark movie in 3d studio and kenny was stuck in later.
