Check out this article in http://www.theregister.co.uk. seemily its got to do with America new export policy of some kind. Reminds of the little questionaire you fill in when travelling to the States which ask stupid questions like "are you a drug dealer" etc.

Well, actually such regulations have been around for years, although applying it to office equipment could be considered taking it too far. Ireland has similar controls (industry / licence based). Take a look at http://www.fas.org/asmp/profiles/655-2000/Defense%20Articles/Iceland%20-%20Ireland.pdf to show how this information is used.

Much like the landing card on the plane, the objective is to find something else to throw at someone when "throwing the book" at them. If you can't get them for breaking the spirit of the law, you ccan get them for breaking it technically (after all the law is technical).
