(You dont need to specifiy machine or domain names if the accounts are local.) You still have to enter the admin password manually though at the prompt.

To be honest though you'd save yourself a lot of time by using groups to secure your machine. Add yourself to the admin group unless you have a need for enterprise level security (ie. I wouldn't worry about it too much if you're securing a home PC). Then add other users (family?) to the Power-Users group.
