Phil, try eggdrop bots. You can script em in TCL.

Ive written a few IRC bots in my time, You'll get nowhere if you dont read RFC1459

Phil, I knocked up an IRC bot in VB if you want some source code to play with (if I can still find it after my recent brush with Nimda).

Alternitively you can try this.
