Been in the same job for 7 years and my role has always been Dublin based with the option of foreign travel if wished but my employer is now changing our departments job description to read that we MUST travel when required to by the company.

Is this legal, can I refuse ?

Depends on your contract. If your contract specifically states that you can choose if you wish to travel, then your employer can't change that without renegotiating your contract with you.
