Definition of "unladen" weight ?

    I've trawled revenue and governement websites for ages but couldn't find an answer ...so I'll put the question to the sages on this board:

    What exactly is unladen weight?

    This is in relation to the import of a motorhome, where VRT is significantly less, once it is above 3 ton unladen.

    In other countries an unladen motorhome is weighed/calculated with driver (regulation driver = 75 kg) 3/4 fuel 3/4 water (if the motorhome has a water tank) and 1/2 waste water (if a waste water tank is present)

    But these rules usually apply for cases where people want to have their motorhome classed below a certain weight for tax purposes.:D

    So what about Ireland? Is "unladen" completely empty, with minimum fuel, no driver and no water in the tanks? Or some...or all of the above?

    Anyone any idea?
