this is one way of doing it:

boot in safe mode
disable system restore (assuming XP and ME here)
under your "folder options" be sure to show hidden files and folders

Lastly, run a scan under each user account.

You may still get some errors, such as pagefile.sys etc.

what folders specifically can it not access. There are some that are locked by the system however.

Have you tried Eset\Nod32's support?

As an option to disabling system restore you can try changing the permissions

Into DOS

cacls "C:\System Volume Information" /t /e /c /g administrators:F

YMMV - haven't had to use in anger
