Cold boot-problem

    Hi all,
    I've a little problem with my dad's PC here.
    I installed a Sapphire 9600 Atlantis "Pro" (which, AFAIK, is just an OC'd 9600 ¬_¬ ) & Tagan 380W PSU in it 2-4 weeks ago (can't remember exactly).
    I've also put in one of those cheap extractor fans you can buy in Maplins, and put it next to the GPU. Everything was running nicely, until...

    Now, for some reason (and it didn't happen last week!), whenever the PC is started from cold, the screen shows "No Signal". This means that I have to hold the power switch, wait until it's off, and then reboot the machine -- with no problems!!

    I'm starting & running the GPU under-clocked @ 349/205 (as it's not needed much), with Win XP on an Athlon XP-2200+. RAM's fine (ran memTest) even tho it's unmatched.
    What could be going wrong?

    I'm not sure, but it sounds a little like the PSU is calfing (odd that a 380W Tagan should do that, but it's not impossible). Is there any way you can try the system with a beefier power supply to test this?

    (Does this thing have a lot of other peripherals in it - such as hard disks? It sounds like it can't handle the inrush current demands when the machine is first switched on, I'm trying to account for what might cause this...)

    I updated the PSU from a generic 250W to the Tagan; and anyway, it was working fine until around last week.
    Plugged in are:
    • CD-RW x1
    • DVD-RW x1
    • Floppy x1
    • EIDE 40Gb HDD x1
    • Soundblaster Live! soundcard
    • USB/Firewire PCI card
    • Exhaust fan
    • Radeon 9600 (doesn't need external power)
    Apart from the GPU & fan, all these were working fine on the 250W -- and I don't think I'll try to fit that in.

    ...it couldn't be ESD damage, could it? :(
