La indisciplina política de Montenegro s´ha convertit en l´altre factor de debilitament del règim serbi, posant de manifest que la mateixa federació no té precisament un clar esdevenidor. El nou president de Montenegro, Milo Djukànovic, guanyador de les eleccions de 1997 davant el candidat de Milosevic, porta a terme una política de clar distanciament amb Belgrad, malgrat la forta oposició interna favorable al líder serbi. La decisió de Djukànovic de no participar en la guerra contra Kosovo ha creat una situació crítica, amb la veïna Sèrbia, que manté Montenegro en una tensió constant interna per la possibilitat d´un cop d´estat protagonitzat pels partidaris de Milosevic, els quals tenen el suport de l´Exèrcit federal, lleial a aquest i desplegat per tot Montenegro.
