Building a new rig and was just thinking about buying a hard drive exclusively for the OS and small apps and then a bigger one for games, movies etc.......is this actually a benifit??

Very much so, sooner or later your OS is going to need to be reinstalled, having the second HDD is very handy to store files and other sutff on.

TBH if you are using two physical HD's , they would be put to better use with RAID in the PC, or throw the "storage" one in a NAS box.

Partitioning would be a quieter, cooler and cheaper way of keeping your OS seperate from storage. Although technically it could slow the system down as it will be seeking within a physical HD. In the real world though, it makes very little difference.
