Sounds like McRedmond is saying LLU is a distraction because it doesn't improve availability. Funny, I thought his line has been that there is no demand? Clearly LLU increases demand in the countries where it works. LLU has nothing to do with availability either. Strictly speaking any exchange could be unbundled if it were in any shape or form cost effective to do so. Didn't BT unbundle exchanges that Eircom had no ADSL presence in at the time?
