As the subject says, the September newsletter from the ISOC (Internet Society: http://www.isoc.org) mentions Ireland Offline, referencing the story from The Register.

    Nice bit of international publicity.
    * NET USERS DEMAND AFFORDABLE ACCESS IN IRELAND
An Internet pressure group is hoping to jumpstart an initiative to
introduce affordable Net access to those in Ireland. The group,
Ireland Offline, has succeeded in attracting a Government Minister
plus top officials and executives from the telecoms and Internet
industry to the meeting, which was held during the first week of September.
The goal of the discussion was to bring all interested parties together
to generate ideas about what needs to happen for Ireland to have
"acceptable and affordable" Internet access. Ireland Offline maintains
that a lack of wholesale unmetered Net access product is restricting
the growth and development of the Net in Ireland. For more information
about the event, or about Ireland Offline, visit their Web site at
    http://www.irelandoffline.com. (The Register, 23 August, 2001).

my experience (and so- what I'm using to build the site) is with ASP and NT/2000.

I've been offered a host for the site (for free) with almost 1GB of disk space, domain hosting, Win2K, unlimited DSN's for Database (ACCESS) support, custom component installations, - all on a very high-spec server machine... I'm more than likely going to go for it.
