First double-check that your modem and firewalls aren't blocking them - disable them temporarily.

Does it state anywhere in your contract that they will block filesharing etc? If not, then you're paying for a service that you're not getting. Do you pay an ISP or the apartment services for broadband?

    It is what it's.

Are you in a college apartment complex? If so there is most likely a firewall in place.

if they blocked it with your ip address, then you must have a static ip. This can be chaged easily.(providing the whole pool is available) If you are using DHCP (most likely) then its probably blocked for everyone.

If its a firewall, theres probably a proxy service out there that will solve all your problems.

Who is 'they' and who is 'our' (i.e. your own machine/router, the whole apartment complex's etc).
