Excessive multiplayer mod

This is active on some online servers but I'm not sure if its a mod or what? Its a bit speeded up and has no reloading (infinite ammo). Anyway one of the guys whats to run this locally as a dedicated server so i tried but its missing script files. Anyone know of this or where I could get the scripts?
