Does anybody know of anywhere in Dublin where I could get a non-penetrating roof mount for a dish?
    Cheers.

You'll get done for planning if a dish is on your roof. I spent a week seting up a multi lnb set up at home and the next week I had the councle on to me to
move it.Keep in mind I olive in the country so god only knows what they would be like in a town/city

They're unlikely to give a bollox in the country, but strictly you need planning permission for a:

    1. Roof mounted dish
    2. Front-facing dish
    3. Dish over 100CM
    4. Second dish or higher

However, even here in suburbia its utterly unenforced.

plus a non penetrating mount might be classified as a temporary structure

True, but the text of the docs do specifically mention satellite dishes, not any terms like 'temporary' or permanent'
