I deleted a game folder by accident and it still shows up in the add/remove list in windows.

Is there any way to remove it completely? Using regedit maybe?

safest way is to re-install the game and then un-install it properly.

..and assuming i don't have access to the cd?

if i remove the directory and then all the registry files associated with it should that work? I can see 3 when i go to HKEY_LOCAL_MACHINE -> Software

There's a tweak program called Xteq XSetup that will let you remove items from the add/remove list. Other tweakers may also do the same.
