Maybe its just a lack of hygiene and proper care or its just an experiment to carry out some new flu vaccination.

A quick google reveals that Legionaires desease is being blamed for these deaths. Funny that, considering that since legionaires desease is known and would have been recognised, and it appears to have come from nowhere.
