I have found out that my friend is basically being fired for problems caused by poor communication. He's not great at sending mails when there are problems and not good at interacting. Are there any courses out there to improve communication skills? The root of the problem seems to be fear.

Carr Communications in Sandyford offer excellent courses. They do one on Business Writing, which is very suitable for learning how to write reports and business emails effectively. They also have a presentation skills course, which is pretty self explanatory. I would highly recommend one or both of these courses.

However, these are 1-3 day courses, rather than a series of lessons, and probably pricey enough if your friend is financing these himself.

    Why not consider Toastmasters International?

Toastmasters is an excellent idea. My own brother was sacked from a job for a similar reason - by opening his mouth he rubbed people up the wrong way. There is an excellent book called 'How To Say It At Work' which you should be able to find on Amazon that may help. Most of all, I think it really is a case of developing better people skills and listening to people.
