Lights out in Phibsborough - pedestrians lose out

I passed by Cross Guns Bridge this morning (8:45am) and the lights at the junction of Whitworth Road and Phibsborough Road were out.
I was trying to cross Phibsborough Road and motorists weren't being helpful in any way.
When cars in the two lanes nearest my side backed up I went, and 10 other people waiting followed.
We had difficulty crossing the opposite two lanes - drivers were very reluctant to let us cross. It's not like we have the right of way or anything

Cars were unable to get out from Whitworth Road for the same reason. Luckily there is very little traffic from that direction in the morning but it was jammed for over half its length.

In America, when lights are out people treat the junction as if it has Stop signs. It's slow but everyone gets to go in turn.
