Ok last week i decided to buy a new Motherboard and Graphics Card and it has turned out a disaster. I bought the following:

    Hyper Z 580 Watt PSU
    Geforce 7800 GT
DFI Lanparty 915P-T12 (Because is supports DDR/DDR2)

    Ok here we go:

I plugged all new devices into the computer and set everything. Then i press the power button and away she goes, running really smooth and Temp nice and low in BIOS etc. So its a new MB so i wanted to Format C: and start a fresh. I pop in the WinXP Pro CD and follow the steps through as always. Just when it says "Starting Windows XP" i got a blue screen saying PCI.SYS has been stopped by windows etc. I tried this about 3 times but it stopped on the same point with the same error again and again. I also tried a WinXP Home CD with the same problem.

So i decide to plug in a different CD ROM incase the one i was using was not reading all files correctly. I turned off the computer and then changed the IDE cable and Power cable to a different CD ROM. I plugged the main power cable back into the PSU and now the PC will not start at all.

I am starting to get worried now. I plugged out all devices one by one until i was left with the MB connected to the PSU and it still will not come on. There is power going from PSU to the MB because the light on the MB is still on but it will not issuse the PSU to start.

Can someone please help me. I have been building PC's for years and never had this problem but i will admit it is my first PCIxE PC. One problem is the PCI.SYS and the other major problem is the PC not coming on at all now.

Is the problem the new PSU or the new MB?

edit: (i think that the PCI.SYS problem may have something to do with RAM)

Thank you for the link, but the problem is not with a corrupt file, it just stops on that file with blue screen. My main goal now is to get the PC to turn on so i can then actually start to work on it. Thanks fot the quick reply though.

Have you tried your old power supply with the motherboard on it's own? Then maybe connect the graphics card and other components one at a time if that works.

Also, maybe try the old motherboard and the new power supply. You should be able to determine whether it's PS or mobo related then.

PCI.sys is a defective cd but not your biggest problem atm.

Go back to all new stuff and load windows (your old install if still valid). The new cdrom may be the problem not connected correctly or power supply not rigged up.

You see the reason i cant jump to and fro different parts is because my old board was AGP and 20 PIN power connector so the old PSU only fits that board. The new board is 24 PIN and thats the only reason i had to buy a new PSU. Also the 2 CDROMS are from the old system and they have always worked so i dont think it is them.

I dont want to make any rash decisions until i know weather its the MB or PSU.

Connect only what you need to see lights. PSU and Mobo and ram. Turn it on should you see the PSU spin and the mobo take power then die its not the PSU, should the PSU not spin its probably the PSU.

You could try resetting the Cmos to day 1 state ie when itworked with new stuff.

Thank you for all the help, What happens is: I just plug the PSU into the MB and nothing else. The lights come on, on the PSU and on the MB, when i press the power button nothing at all happens, the PSU fans dont spin and the MB does not start. I have the RAM plugged out so if it was to come on i would get a beep.

Double and triple checked its all plugged in correctly.

I have on occasion whilst plugging out 12v PSU from CDroms knocked things loose :o There to frigging tight.

Well all i can added to what everyone else has said is if after u have tried reseting the CMOS and everything , it must be just a dead board , check some of Alu Can Capacitors , u will see if they have gone ..slight bubbled up, It kinda sounds like , there might have been a bit of surge , i would suggest u do the horrible part of returning the board ..

sorry I cant be of more help

Yeah me also :). I am in work at the moment so i really wont get a chance to start messing till around 5:30pm. So it is looking more and more like PSU since the fans didnt even come on when i was checking the MB and PSU only.

NOOO! :D i cant return the board. It was bought from Komplett and they take weeks and weeks to return a new board to you. They are grand at sending stuff but when you go to return it they dont want to know. I bought the PSU in PC World so i really hope its the PSU and not the MB.

well the start up button runs through the mainboard and in to the power supply , and u said the power supply was lighting the leds on the mainboard ...... :D does that make u feel better or worse.. lol enjoy the weekend

best of luck with getting the system up and running,

Just a quick thanks to all that inputted here, and just to let you know that i fixed it :D. The new 580 Watt PSU was faulty and it was the source of the problem. So i got it changed for a 600 Watt and i am running smoothly now :)

    Thanks again.

I had exactly the same problem as you. It was a PCI Express card also, one of those Geforce 6600's.
I almost went crazy trying to fix it. Never in my last 5 years of fixing /building computers came across such a crappy error. I even tried making new copy of xp and changing drivers to load in setup etc. Nothing at all would work.
Then i tried XP home, windows xp home worked grand. XP Pro not a hope.
Wierd yeah? Then i tried tricking it into thinking it xp home and all other sorts of things.
In the end i jsut baught a XP home license. So you say its the PSU? That could have being my problem too then but it worked fine for xp home so i dunno. The PSU i used was a 650watt 24pin.
