This is the guy that was on Coast to Coast AM two weeks ago who cited the fact that Katrina and Ivan were Russian names as evidence that that the russians were involved.

here is a link to his "research"
    http://www.weatherwars.info/katrina.htm
It is my humble opinion that Katrina was, at some level, an inside job. Possibly planned and carried out by the power Elite, not necessarily the Bush Administration but certainly knowledge was held by elements within, to introduce an element of change into American society; only time will tell as to the full extent of changes that they desire. Simulations failure of the New Orleans levees a full 20 hours after holding back the waters of Katrina and well after she had moved inland..

The dogs on the street in New Orleans knew that the levies would give way if they were faced with more than a category three hurricane long before Katrina. The Hurricane Pam project in 2004 speculated this also. The money to repair the Levies was not forthcoming. some say it was siphened off by local politicians, others say it was diverted to Bush's war on terror in Iraq and afghanistan.
Followed by the concurrent failure of pumping stations, an impossibly large zone where any sort of communications was simply not happening, including satellite phones,

one oddity there, in all the broadcasts of Katrina that I have watched, there were no satelite phones used. not by Fox, Sky, WWL WDSU CNN NBC, no one. when they were in iraq and afghanistan in the middle of the desert they were able to use video phones and satelite phones.
