    when i turn on my pc i see the bios screen and the a black screen with a flashing white line on the top left cornor and dose not boot into the windows screen when i set the hard disk as slave i can see all the files on the hard disk
    while the other drive is set to master running windows

    can you see the drives in bios and what have you done to setup prior to this?

    OT : If you need urgent help, you should choose a subject that describes your problem, not just HELP or URGENT HELP. You will get more people [that might actually be familiar with your problem] viewing your posts.

    Anywho, What OS do you have? Your master boot record might be damaged. Is the flashing white line the only thing you see. Do you get any errors on screen or do you hear recurring beeps or beeps that don't normally play on a normal boot.

    If your master boot record is damaged, you will need to fix it. FDISK /mbr normally fixes this, but you have to boot from some device first. Dos disk, Windows 98 boot disk to command prompt with CD support.

    If it's a bios problem, the Bios might be corrupt. You can try removing the button battry from the motherboard or these days, there a jumper settings on the motherboard to reset the bios.

    i am running windows xp

    this could be the problem how do i make a dos disk

    If you are using XP then a DOS boot disc may not be any good as you probably have NTFS as the file system on the hard drive in question, which means DOS can't read it. Instead what you would need is the Windows XP install cd and boot from that. If you boot from the cd it will start out much like Windows XP setup but it will come to a point where it asks if you want to Install Windows XP or Repair using the Recovery Console. Select Repair and it will continue on to a kind of command prompt/DOS looking interface where it asks you to log in using the Administrator password(if you have set no password just hit enter)
    At this screen type (without the ") "fixmbr", it will ask if you are sure, say Yes and let it do the repair.
    The above, however, is not the first thing I would suggest trying. I would first have a look at the various boot settings in the system's bios, and check to see if there is something in there which has changed (due to a crash, for example, sometimes the bios settings can corrupt).

    Boot > F8 > select > Last Known Good Configuration

    See if that helps?

    this has happened to me a few times
    when i did not shut down the computer properly
    as a result the boots sector file got corrupted and i got a similar blue screen
    i could not log onto safe mode also
    then i reinstalled the whole os again while formating my drive and it worked fine
