    A lower (smaller value) is better I think.

    Definitely, lower is better. The higher it is, the longer you have to wait to see what should really be being displayed.
    Think of it as being like a clock updating is second hand every 10 seconds, compared to one updating every second - lower is better.

    Lower is better.

    (Having said that, it's not a guarantee, so it's good to either test a monitor (make) or read reviews. For instance, a good quality 16ms screen might look better than some 12ms screens. But generally, lower is better.)
