Not sure to be honest, sounds a bit iffy IMO but never the less has a honest quality about it have heard that happening before,

Gut instinct is let it go too dodgy the sad story at the end is a put off. Just my opinion though, ask hem for a one day listing with buy it now on ebay so it covers you a bit, just an idea

He can offer a 2nd chance offer to you, as you can offer them to anybody that bid (at the price you bid). What was your bid price?

price is irrelavant. the seller did offer the 2nd round offer to someone else.
It looks innocent, but is definetly against the ebay charter.
You should probably report this to ebay.

Ditto what Fuzzylogic said. It goes against eBay policy to offer items for sale in this fashion. I'd consider reporting him. He had the opportunity to make an official second chance offer!

Ask him to relist it and set it to a private auction and set a Buy it Now price then you could buy it striaght away.

The 2nd chance offer cascades down the bidding chain. You can offer a 2nd chance offer to anybody in the bidding chain for the price they bid. I was wanting to know if the price bid was the price that the seller offered or was it below.

After alot of messing about with this seller, he kept changing the price i reported him. He now has a Item payment Strike on me, I have appealed and on regards he contacted me outside ebay..

Get him to repost it with a Buy It Now reserve of the price hes looking for. Get him to email you as soon as hes posted it and then buy it?

Did you actually purchase the item through ebay? If you did not, he cannot have an Item Payment strike against you.

    Well now!
There are a bunch of reasons to report items which appear questionable.
    a) When you sign up for ebay, theres a clause that you agree to which states that you will report any illegal or suspicious looking transcations to the ebay staff. Not doing so is actually against the T&Cs

    b) Would you want ebay full of dodgy sellers? If you were to get ripped off, would you just shrug and say "ahh well. He got me :o At least no one snitched on him"

    c) Its completely against the sense of community that ebay has to overlook people selling questionable items / engaging in questionable business practices.

    d) http://en.wikipedia.org/wiki/Morals or perhaps http://en.wikipedia.org/wiki/ethics depending on your circumstances.

    and so on...

Thats like saying "whats wrong with stealing/breaking the law"
