What does windows need to be rebooted much more than Linux. Is it because the Linux kernel is much more modular?

Windows and all its variuos services, lock system files preventing them from being replaced when windows (and its related services) are running. Whenever these files need to be modified, windows needs to be restarted because it is easier to restart windows then the individial services because most installers cannot recognise the specific services that need to be stoped before the protected files can be updated. This is just because MS does not give enough details of its OS to third party developers so that they can write routines to detect the relevent services that use the files that they are trying to update.
Linux is different, all programs and there related files are stored seperatly with all shared files being kept in certain dirs, when logged in as root you can overright files regardles of which app is using them, when the apps in question are restarted then the changes made to the files take affect. It is rather complicated so best not to worry.

    HAHAHAHAHAHA.

There are other reasons that windows needs to be rebooted, but your guess on the linux kernel is mostly correct (AFAIK). Its individual running elements can be controlled at will by the root user (except the kernel). The same is not true of the windows OS which likes to restrict things a lot more.

I don't know much about linux, but a lot of the time when windows says it needs to reboot, it doesn't really need to, it's more a precaution. With XP, things nearly always work fine without the reboot, with Win 9X it was less, but a lot of things still did.
