I just started up my PC this morning and for some reason while it was booting I got an error message "error loading operating system". I tried restarting the PC with the windows cd in it to reinstall windows but it says something along the lines of "windows is inspecting your hardware configuration" and then it just hangs on a black screen. I've no idea what to do now??

I think your hard drive is fecked but maybe your Master Boot Record (MBR) may have been corrupted or changed, to repair this follow these instructions

Sounds like your hdd is fecked. Try putting it in a different machine and running a thorough scandisk on it. Also, be careful for virus potential.

Looks like you might have to slave the dodgy hard drive in another computer and wipe it completely+fresh installation/virus clean it matey.

ah well i have 2hds in the pc so im using the old slave as the master and the dodgy one as a slave. ran a chkdsk automatically and found quite a few errors which are corrected.
