Ask for one in the Forums Forum.

The main criteria is that there are people who not only think the board would be a good idea, but would actually use it, so getting people to say they would will help.

Boards need people to moderate them. Moderators have to be of reasonably good standing within the boards community. There's a guideline that the person who first requests a board can't be moderator, to prevent requests from people for boards just so they can be mod, though exceptions have been made in the past.

The end decision is up to the admins. The decision will take time, since the admins are busy. Try not to get impatient about this, as that will just annoy people which won't further your cause.
