tried ethereal/snort or something similar to watch what's on the network at the time?

I have that problem. I think its due to Eircom's crappy upspeed limit, personally. Assuming you're on Eircom, of course?

if he has the upload capped at 6kb it shouldn't cause a problem i'm sure even eircom have a better upload cap than 6kb

Azureus tends to cripple everything for me, including browsing, but it's probably more to do with java eating resources and me not having a very fast PC.

you should try using netlimiter just to make sure azeurus is only using what it says it is

yip its due to the crappy upload limit, bare in mind, that if your downloading a torrent you will be using an upload to sustain it. If all your doing is uploading a torrent and there is a total upspeed limit set, then around 7kb should be enough to let you browse webpages comfortable, still will be slightly slower than normal tho.

Actually, this has been happening to me recently too. I just thought it was another amazing perk of UTV broadband. I thought it might have been the "distributed database" feature in the newest Azureus, but turning it off over the past week or 2 hasn't seemed to make a difference.
