Overbetting small pot

What do you normally think when someone overbets a very small pot. I know we have discussed the 'all-in with the nuts' bet but I was thinking more along the lines of $10 into a $2 pot, post flop and pre turn.

For example last night an EP limped in for $1, the SB folded and I checked on the BB. I had 92o. Flop came down K95. I checked and he bet $10. My first thoughts were someone trying to buy the pot with any A or even two semi big connectors (JQ or 87). I was half tempted to call and bet the turn but I feared he could even have 9x and out kick me.

Just wondering what you think the play is in these types of situations ?

could be a strong hand trying to build a pot, as they expect they will get weak callers at that level.

Was there a flush draw on the board? I've seen this done when people have top pair and are trying to take down the pot there and then when scared of a flush draw.

with a low flop I'd often think that is was an over pair to the flop. eg: 88 on a 256 rainbow flop. Seems like an odd move but its one I've seen before.
