cat piss soaked into cement

    Friend is fixing up a cellar but cats have pissed on the cement floor over a year ago.
    Scrubbing the floor with washing up liquid and bleech haven't made the smell go away.
    He's planning on laying carpet over this cement but i've a sneaking feeling the smell is going to persist.
    How would you remedy this?

    Cover the cement floor in salt for a week, I mean about 3" deep of ordinary cheap table salt, it will draw up the moisture thats soaked deep.
    Then, most importantly, (after youve gotten rid of all the salt), seal the cement with a cement floor sealent, (Kinda latex based paint on stuff you can get in b&q), but make sure you do the salt thing first, and get rid of it *all* (sweep, then hoover x 2, then let dry / air out COMPLETELY for 24 - 48 hours).

    Should work.

    (PS: applying the sealant on its own wont work, it degrades over time.)
