When you are in a multi-player pot, and lets say there are three of you. All three bet and check or whatever and it comes down to the showdown. Lets say i have the best hand (AA) and declare it, but player x has (TT) and player y has (A-high), but either or both muck their cards as i declare the bullets, am i allowed to see x and y's cards, or do they stay mucked. I know online its mucked and its see you later, but is it any different in live games?

As far as I know you can ask to see them, however it is frowned upon. The only time you should ask to see them is if you suspect colusion is taking place and you think someone might have mucked a winning hand on purpose.

So yes you can ask but you better have a good reason. i.e it should not be done for gaining information purposes. Online I'm fairly sure you can see mucked hands in the hand histories.

The above could be all wrong and is open to correction.

i heard Player X last night saying he asks to see them to put the player on tilt, is that good enough reason?

it does not matter what the others have as long as you have won but before
you start the game make sure all the rules are set and everyone agrees.
plus make sure you have plenty of cash on you,set a limit so that the game
can be covered and keep an eye on the robbing gits.

Technically once the cards hit the muck they are dead and cannot be shown, but you can ask to see them before theyre mucked at which point they should be tapped into the muck and then turned over, this way the hand is dead and if the other person accidentially folded the winning hand he cannot now claim the pot

You definitely can on PS and Party but on PPP/VC you can't.
I think on UB you can and i'm not sure about any others.
