I've been thinking about buying a laptop on the outlet website.
Sometimes, if at all, do they give a licence cd & then it's only a backup copy.

    Are these licences legit?

The PC should have a COA sticker on it for the version of windows, though servers don't always come with it.

It is an original, an original OEM copy. It may be part of a Dell backup set which is ok too.

You do get a license code which is stuck onto the PC/laptop as Capt'n said
