    Ok, we have this All-in-one IBM NetVista
    Basically its used for internet access.
    A few weeks ago it was sent off to get a new
    HDD because it was freezing after a few minutes.
    Since getting it back it began this multi colour
    light show.
    After a random length of time, the screen just starts
    diplaying these strange characters, and flashing different
    colours.
    I have been giving the job of finding out whats wrong with it.
    My theories bring me to the the Video graphics card.
    Any ideas how this might be fixed?

    it could b dust on the card, or else try find the latest version of the drivers for the video card u have. just ensure the monitor is working correcctly also. change it for another monitor if u cand and ensure that aint the issue

    Could be as simple as a speck of dirt on your RAM. Reseat the dimms and give them a bit of a wipe while you're at it. Make sure the slots are clean too. It's at least worth eliminating as a possibility as it'll only take a few seconds.
