you drew the short straw there hardware wise :p
i'll prolly be shot down in flames for saying this. but any fairly recent pc would do, so long as you whack a decent sized monitor on it.

it's not like building a pc for music production or whatever... you're not going to need multiple hard drives, ****loads of ram and expensive professional components... a dell would probably do the job

    software wise i wouldn't have a clue

Web designer is going to have a lot of progs open at the same time, not necessarily all working but probably a lot open. heres some suggestions

    1) Either a Pentium 4 with HT / Pentium D / Athlon X2
    2) 1 - 2 gigs of RAM
    3) 2 monitors

Other than that doesnt really matter at all

a lot of designers use custom built rigs because their needs change over time and price change is a factor too and so forth....
I study Multimedia and this is the rig i have

    Samsung 19" CRT
    AMD 64 3000
    1 GB RAM
80GB Hard Drive running the OS (Win XP) and programs
200GB Hard Drive for files ( *tip* you might want to mention 100000rpm hard drives for quick rendering if your going to be using 3D Applications)
    128mb GeForce Graphics Card.
    DVDRW Drive
    External H/D
    1GB memory Pen

    Program wise
Adobe Photoshop CS2, Illustrator, GoLive, InDesign, Acrobat Pro, Streamline & Premiere

Macromedia Flash, Dreamweaver, Freehand, FlashPaper, Captavate, Robo Demo

You should also get Firefox, Internet Explorer, Netscape Browsers as you will need to test your sites in different platforms.

If you are going to designing dynamic web content you will need to install
PHP, ISS, ASP, MySQL, Apache on your computer for server testing

Other programs you might want to look up include Corel Draw for desing and Quark for the PC. Thats about it really. To get extra brownie points you should mention openoffice as a free replacement for Microsoft Office. Cuz all this stuff costs a whole lot of money.

I cant think of anything else at this stage but there is enough info there for you to look up more info if you need.
There is a company out there called alienware who do over the top computer specs for multimedia uses.

Macromedia director. You can use notepad aswell, but dreamweaver would cover that...

Don't forget to spec a backup device onto the system to protect your dearly loved data.... :)

Well a web designer has to be able to see the web in the different resolutions hes working on. So he's need at least a monitor that can do 800x600 all the way to 1600x1200.

Just go to apple.ie and add to the basket

    iMac g5 20" / Powermac G5
    Backup Device
    Software

    Bingo bango

Designers tend to have a nice spec mac, and a good display, developers are happy with notepad ;)
