Building an Access DB

I’m asking in the programming section as it seems to be the closed board for the question at hand.
I need to build an access DB for (Example) 20 people. In the DB I will be recording the answers to (Example) 5 questions per person. Each set of 5 questions will be personal to each person. No One person should have access to any one else’s questions or answers. Also, Each time a entry is made by a person a date stamp will be applied to the entry, and changes can no longer be made to it. Or after a deadline occurs.

My question is this. Is the above possible in access? :D
