As the title asks, is there such a thing (preferrably free) that can give an overall view of the system and give the resource usage of individual process?
Would such a program also be able configurable or extendable so that SNMP alarms could be raised if certain processed exceeded configured resource thresholds??

Do you mean a graphical one?

On the command line, top works great. You'd have to write individual scripts to raise alarms though. Each distro usually comes with a graphical equivalent of top. Not sure what the actual name of it is though.
