Hard Drive Recovery

H, Does anyone know anywhere in Dublin that can recover a 200 GB hard drive for a reasonable price? I've been quoted over 750 Euro so far.... The hard drive itself isn't even turning on so I'm not sure whats wrong with it...

750 Euro is very cheap if there is no power to the harddrive
