ITV takeover

If the news reports of ITV being takenover by Time Warner from the states is true do you reckon this would impact ITV's decision regards staying encrypted on the Sky platform or going FTA similar to BBC ?

looks like the decision by ofcom to reduce the licence fee is having an impact
